Homes for essential workers to rise from the Joinery Annandale

More new homes for essential workers – just minutes away from Sydney’s CBD – have been given the green light, paving the way for the transformation of the former WestConnex dive site in Annandale.

The NSW Government’s land and property developer, Landcom, has proposed a new mixed-use precinct, The Joinery Annandale, which will include a total of about 580 new homes.

The site has now been rezoned, and the Department of Planning, Housing and Infrastructure has also approved a state significant development application for the first building on the site.

The 21-storey building will provide 220 build-to-rent homes for essential workers such as nurses, teachers, police officers and firefighters, offered at a discount to market rent.

The precinct will also include new shops and businesses, a new pedestrian link between Parramatta Road and Pyrmont Bridge Road, and a central public plaza of about 1,000 square metres.

The rezoning proposal and state significant development application were exhibited from 12 August to 8 September 2025 and attracted strong support from the community and stakeholders.

Construction on the build-to-rent development is expected to begin in 2026, and the first essential workers will move in towards the end of 2028.

Two further lots will be sold to private developers to deliver the remaining planned homes on the site, providing homes to buy and a portion of affordable rental housing.

The project is part of the NSW Government’s $450 million investment to provide housing for essential workers at a discount to market rent. The site was identified as part of a statewide audit to find surplus government land that could be repurposed for much-needed housing.

The NSW Government will retain ownership of the build-to-rent housing, with tenancies managed by a suitable operator. Details about eligibility criteria, how to apply and the rental subsidy will be available closer to project completion.

Landcom is also working on the redevelopment of the former Sydney Metro dive site at Chatswood to deliver up to 1,500 new homes including 180 build-to-rent apartments for essential workers.
